If you’ve signed up, but you still can’t add comments or memories to a Memorial, the owner would need to invite you first as a Contributor. If you would like to be able to add to it, ask the person who invited you to the Timeline to make you a Contributor. 

Then, you can add comments and/or add Memories of your own.
